This article is the result of intermittent work spanning two years. It tracks medical doctors in the UK (England, Wales, Scotland, and Northern Ireland) convicted of criminal offences over the last 30 years. It aims to fill the gap left by the absence of a consolidated public database for historical medical criminality.

Compiling this list highlights a significant transparency gap in the UK medical regulatory landscape. While the General Medical Council (GMC) maintains a live register, it is primarily a tool for checking current fitness to practice. Once a doctor is erased for criminal conduct, their entry is often removed or made difficult to search within a historical context. This database serves as a consolidated record, drawing from MPTS tribunal reports, court transcripts, and investigative journalism to ensure that serious criminal breaches of professional trust remain part of the public record.
The data presented here is sourced directly from primary legal and regulatory documents. Tracking cases from 30 years ago involves navigating archived news and physical records, as digital trails for doctors struck off in the 1990s are often incomplete. This project is an ongoing effort to provide a single point of reference for researchers, patients, and the public.
The lists are still being constructed and undergoing continuous fact checking.

Gross Negligence Manslaughter (GNM)
Gross negligence manslaughter is a distinct category of unlawful killing. In a medical context, it requires a “gross” breach of a duty of care that causes death. Unlike cases of intentional harm, these convictions often arise from errors made during medical treatment. An article in the British Medical Journal 2015 found that 11 doctors were charged with medical manslaughter in the UK between 2006 and 2013, of whom six (55%) were convicted.

Footnotes and Qualifying Comments
[3] Hadiza Bawa-Garba — complex GMC sequence: convicted November 2015 (2-year suspended sentence). June 2017: MPTS suspended 12 months. January 2018: GMC High Court appeal resulted in strike-off. August 2018: Court of Appeal quashed the strike-off and restored the original 12-month suspension, ruling the MPTS was entitled to take account of systemic failures at the hospital. Returned to practice approximately July 2019 after a further MPTS review. This case became a landmark in the profession — partly around individual culpability versus systemic failure, and partly around the use of reflective notes as evidence in fitness-to-practise proceedings.
[4] David Sellu — convicted November 2013 at the Central Criminal Court; served 15 months of a 2.5-year sentence. Conviction quashed by the Court of Appeal in November 2016 on the grounds the trial judge had not properly directed the jury on the legal meaning of gross negligence. The GMC nonetheless pursued fitness-to-practise proceedings. In March 2018 the MPTS found all allegations “not proved” and revoked all restrictions immediately. He is fully cleared.
[5] Steven Walker — struck off twice. The first erasure was in 2001 following a GMC finding of serious professional misconduct (operating beyond his competence). He appealed and was reinstated with conditions in 2003. Following the 2004 guilty plea to GNM manslaughter, the GMC erased him again in 2005, this time also citing dishonest removal of a theatre register. He applied for restoration in 2013 but withdrew the application.
[6] Misra and Srivastava — both convicted 11 April 2003 at Winchester Crown Court following the death of Sean Phillips after routine knee surgery at Southampton General Hospital. The GMC took no action for over two years after conviction. Southampton University Hospitals NHS Trust was separately prosecuted under the Health and Safety at Work Act and fined £100,000 in 2006 — the first NHS trust prosecuted for failing to supervise junior doctors. This case, alongside Bawa-Garba’s, is frequently cited in discussions about blame culture in the NHS and the vulnerability of junior doctors working without adequate supervision.
